Although you mentioned this to be from 1984, it's really from 1989 (first aired as a special on TNT), and was based on a book written by Theodor "Dr. Seuss" Geisel in '84.
I consider this possibly the best adaptation ever done of a Dr. Seuss book itself (not counting the later stuff done after his death). Bakshi certainly didn't try to divert far from the adaptation and put a lot of restraint on his own embellishments to produce this special. It certainly feels like a Seuss cartoon much in the way I felt the specials made by DePatie-Freleng in the 70's were (the Chuck Jones ones from the 60's otherwise often had clashes between him and Geisel).
