I want to say this was more late 60's myself, but it could be from any point in time. The 1960's was when the whole "Pay TV" ordeal has erupted (an episode of The Jetsons lampooned that concept I remember). Back then, people who had cable TV often was more an excuse to bring in the local/out-of-town stations in without a working antenna. My town got it's cable operator in '66. It wasn't until the launching of satellites and earth stations in the 70's was when Pay TV saw it's potential to be more than an alternative to antenna reception or closed-circuit affairs.
It looks like it could be either. It's really hard to find information on PSAs sometimes, unless you know the agency that produced them. In quite a few cases all the information I have comes from the person who uploaded the clip.
I grew up in Truck Stop, Wisconsin. I don't think we got cable until the late 80s.
