Directed by the inimitable Friz Freleng in 1929. This was a sound cartoon, but I'm not aware of any surviving sound prints (though I'd love to be surprised). The music you're presently hearing on the "soundtrack" was chosen by Pietro Shakarian. via Youtube user Biryanifan

Various animations for Arabic Sesame Street, Tee Collins, 1983
Tee Collins was the first African-American animator to establish a studio in New York, where he made animation fro commercials and for Sesame Street, including these, for international versions of the show.
Via Youtube user bkdurham
Here is some animation from Tee Collins that came from a defunct film lab - the title on the can was 'Sesame Street Arab.' The film lab paperwork is dated 1983. It's silent, unfortunately.

Grass Roots pilot and Phineas Gets Animated, Dave Borthwick, 2006, 2010
I am sad to report that another great animator, Dave Borthwick, half of the Bolex Brothers, director of The Secret Adventures of Tom Thumb passed away last week (Cartoon Brew)
Borthwick had been working on a feature based on the adventures of Gilbert Shelton's Fabulous Furry Freak Brothers.
This "screen test" of Phineas made me laugh pretty hard.
